Yes — completely. The Ministry of Health & Family Welfare notified the Telemedicine Practice Guidelines 2020 (Gazette of India, GSR 225(E), 25 March 2020), which legally authorise NMC-registered doctors to issue medical certificates including fit-to-resume certificates after an online consultation.

What Is a Recovery Certificate?
Also called a fitness-to-resume-duty certificate or a return-to-work certificate, it is the document that closes a period of medical leave. Where a sick leave certificate opens the absence by stating you are unfit for duty, a recovery certificate ends it by stating you have recovered and can resume from a specific date.
HR teams need it for a practical reason. Once an employee has been signed off as unfit, something has to formally reverse that position before they are put back on the roster, particularly where the role involves driving, machinery, food handling, patient contact or any other safety-sensitive duty. The recovery certificate is that reversal, and the doctor's NMC registration number on it is what makes it verifiable.
Recovery Certificate vs Sick Leave Certificate
These are routinely confused, and submitting the wrong one delays your return. Most people need both across a single illness.

Who Needs a Recovery Certificate?
Returning after extended sick leave
Most HR policies require a fitness-to-resume certificate once absence crosses three to seven days.
Rejoining after surgery or hospitalisation
Employers need confirmation you are fit to resume normal duties, and any restrictions that still apply.
After a contagious illness
Chickenpox, measles, tuberculosis, typhoid and conjunctivitis usually need clearance before you return to a shared workplace.

What a Recovery Certificate Must Contain
A recovery certificate that gets returned by HR is almost always missing one of these:

Fitness With Restrictions
Recovery is not always all or nothing. After orthopaedic surgery, a fracture, or an abdominal procedure, you may be fit for your desk duties well before you are fit to lift, stand for long periods, drive, or work night shifts.
A recovery certificate can state a partial or conditional clearance: fit to resume duty from a given date, with named restrictions for a further stated period. This is the honest position in many cases, and it is far better than an unqualified clearance that puts you back on duties you are not ready for. Employers generally prefer it too, because it tells them exactly how to schedule you.
If you are still some way from resuming at all, a work from home certificate may be the better intermediate step, letting you work while you avoid the commute.
Is an Online Recovery Certificate Valid?
Yes. The MoHFW Telemedicine Practice Guidelines 2020 permit a registered medical practitioner to consult remotely and issue documentation from that consultation, and medical certificates are included. Validity rests on the doctor being NMC-registered, not on where the consultation happened.
One practical exception worth knowing: some employers, particularly in manufacturing, aviation, healthcare and the public sector, require their own company medical officer to clear a return after a long absence or a serious condition. In those cases an outside recovery certificate supports the file but does not replace the in-house clearance. Check your leave policy before you pay for anything if your absence was lengthy.

Will my employer accept an online recovery certificate?

Can a recovery certificate be backdated?
No. A doctor can only certify fitness as of the date they examined you. If you returned to work last week without a certificate, a doctor can examine you now and confirm current fitness, but cannot certify that you were fit on a date they did not see you. Request the certificate before your resumption date.
What if I have recovered but still have restrictions?
The certificate can state them. A doctor may certify you fit to resume duty while advising against heavy lifting, night shifts, prolonged standing or driving for a further period. This is common after orthopaedic surgery and fractures. Stating restrictions protects both you and your employer, and is better than an unqualified clearance you are not ready for.
