What is a CARA medical fitness certificate?

A CARA medical fitness certificate is a document issued by a registered medical practitioner confirming that a prospective adoptive parent is free from chronic, contagious, or fatal disease and is physically and mentally fit to raise a child. The Central Adoption Resource Authority (CARA) requires this certificate as part of the mandatory documentation for adoption in India, whether the adoption is domestic, inter-country, or by relatives.

Who needs a CARA fitness certificate?

Both spouses need the certificate if adopting as a couple. A single individual pursuing single-parent adoption also needs one. Relative adoptions require the certificate as well. Each prospective adoptive parent must submit their own certificate as part of the Home Study Report process on the CARA/CARINGS portal.

Is an online CARA certificate valid — does it need an in-person clinic visit?

Yes, an online CARA certificate is valid. Under the Telemedicine Practice Guidelines 2020 issued by the Ministry of Health and Family Welfare, NMC-registered doctors can conduct a valid medical assessment via telemedicine and issue certificates with the same legal standing as an in-person consultation. The certificate carries the doctor's name and NMC registration number, independently verifiable at nmc.org.in.

What does the CARA certificate need to state?

The certificate must confirm that the applicant is not suffering from any chronic, contagious, or life-threatening disease, and is mentally and physically capable of caring for a child.
